Law on Personal Data Protection (No. 91/2025/QH15)
Vietnam's first statute on personal data replaces Decree 13 with a consent-first regime in which impact assessments and transfer assessments must be filed with the Ministry of Public Security. Fines reach 5% of revenue for transfer violations and 10x revenue for illegal data trading.
